The usual reasons why a member may not receive their e-bulletin are:-
1. The e-mail address registered with the club is not the e-mail address they are currently using.
2. The e-mail is a work address and their company block such mail.
3. The bulletin has gone into their spam folder.
4. Their are rules on their account that block the bulletin.
5. They are using a blackberry

If none of these apply then suggest that the member sets up another free internet e-mail account using one of the many suppliers of free webmail such as:-
Hotmail
Google
Yahoo
